There are multiple institutions in Afghanistan which are actively working for the development of the energy sector. The government bodies with the primary mandate of developing energy sector are Ministry of Energy and Water (MEW) and Ministry of Rural Rehabilitation and Development (MRRD). Besides these two entities, Da Afghanistan Breshna Sherkat (DABS) is the most important organisation that is responsible for generation, power imports; and transmission and distribution of power in the country. DABS is also responsible for new capacity development and is involved in implementation of major power projects.
The multiplicity of organisations for development of power sector that form the institutional structure of the power sector in Afghanistan requires an active coordinating body that could act as a repository of the updated status of the power sector development progress in the country as well as coordinate and monitor different plans and programmes of the power sector. For this purpose, it is proposed to establish Forum for Coordination of Energy Stakeholders (FORCES), which would provide a platform for coordination of energy sector activities in Afghanistan.
FORCES is proposed to be set up under the aegis/patronage of DABS, since DABS is the fulcrum around which all power sector development occurs in the country.
